facilities for American Express, Tate & Lyle, Northeast
Oklahoma Automotive Coalition, Organics LaGrange and Taco
Bell among others.
Following Hurricanes Katrina and Rita, she was an invited
participant in the Gulf Coast Reinvestment Forum sponsored by
the U.S. Chamber of Commerce and the International Economic
Development Council, and the Governors Round Table on Gulf
Coast Reconstruction. She has served as economic
development consultant to the Port of Lake Charles, Louisiana,
City of New Orleans, and the Port of South Louisiana.
Currently she is advising several federal government agencies,
consulting on their grant review programs and chairing grant
review panels.
Joan has published numerous articles on economic
development, site selection and industrial site certification
programs, and retail redevelopment projects. She is a
recognized speaker at conferences and seminars. Recent
topics include: “Shovel Ready Sites”, “Changing Demographics

utility companies and IPPs on siting and permitting of fossil,

community economic impact assessments, work force and
demographic analyses, organizational analysis, business climate
assessments, public participation, and community shovel-ready
site certifications. He has delivered more than two dozen
training seminars and workshops for community economic
development practitioners.
Bob began his consulting career with United Engineers and
Constructors/ Raytheon where he conducted site selection and
socioeconomic assessments for nuclear energy facilities and
major coal-fired power plants. He was a Director at the Fantus
Company in New Jersey, where he specialized in site selection
for corporate headquarters facilities, alternative energy projects
and major manufacturing programs. He served as Principal with
Lockwood Greene’s Global Business Location and Economic
Development Consulting Group in New York/New Jersey and
Atlanta, specializing in site selection and incentives negotiation
for major manufacturing and technology clients.
