Site Selection Projects
HERRON CONSULTING is a respected economic development advisory firm that provides corporate location optimization, site
selection, incentives negotiation and economic development consulting services to major US and global companies as well as small
businesses. Our site selection consultants offer clients individualized solutions for remaining competitive in a global marketplace,
and have executed site assessments, business relocation feasibility studies and site selection programs in most states, Canada,
Mexico, Europe and Asia. Following are a few of the successfully completed assignments representative of this work:
Community Economic Impact Assessment. Project Plover, a logistics facility in the Midwest, is designed to support continued
debottlenecking of the nation's commercial transportation/distribution system. As part of the site selection, we are assisting project
investors to examine the range of community economic impacts that can be anticipated. Early indications are that the facility's
direct, indirect and induced economic activity will dramatically increase state and local employment, wages, sales and government
revenues. Our model demonstrates that over 20 years the project will add more than $400 million to local coffers and create nearly
9,000 jobs in the region. Additional economic impact assessment projects
AREVA North American Heavy Manufacturing Facility Site Selection. Recently HERRON CONSULTING provided site
selection and incentives negotiation services for AREVA's first North American heavy manufacturing facility. For the past 35 years

AREVA has been dedicated to serving the nuclear power industry, with more than
70,000 employees in 43 countries. This facility will support the growing American
commercial nuclear energy sector. The new enterprise will design, engineer and
manufacture very large components (500 tons) used in new nuclear power plants,
including reactor vessels, steam generators and pressurizers used in AREVA’s
Evolutionary Power Reactor design. It will employ more than 500 technical, scientific
and production personnel. Following rigorous site assessments, economic incentive
negotiations with states and communities, and financial analyses of candidate
locations, a site was selected on the property of Northrop Grumman Shipbuilding at
Newport News, which is a partner in the project. A joint venture company, AREVA
Newport News, will build and operate the $363 million facility.
Global Facilities site selection. Conducted comprehensive location optimization programs for chemical, food processing,
pharmaceutical, metal working, microelectronics, and general manufacturing projects. Search areas have included Mexico, Canada,
Europe, Japan, South Korea, Malaysia, and Singapore to name a few regions.
Tate & Lyle. Our principals managed and worked in a multidisciplinary team
environment to advise the company on the optimum location for their next sucralose
production facility. The search area included North and South America, Europe, and
Asia. We interfaced with communities, states, nations, and industrial parks to
uncover suitable sites, assess labor markets and training programs, business
environments, site infrastructure, and incentives. In 2007 the $196 million plant was
constructed in Jurong, Singapore.
Automotive Site Selection
- BMW. Automotive assembly plant located in Greer, SC.
- Daimler. Vans and drive train components; project study areas included
North America and Mexico.
- Volvo. US automotive assembly plant; project search area included
Southeastern US.
- Purem. Automotive filter systems; search area included NC, SC and GA.
- Valeo. Automotive wiper systems; search area included NY, TN, SC and GA.
Aerospace Site Selection
(Delta IV) program, which involved the evaluation of 38 sites representing 23 cities
located in 17 states. The facility, now operated by United Launch Alliance, was
developed at the selected site in Decatur, AL.
- Williams International. Performed a comprehensive site selection
consulting program for an aircraft jet engine manufacturing plant and MRO
facility. Developed the facility and site specifications and site selection criteria,
developed a financial model, prioritized the alternatives and negotiated the
incentives and development agreements.
- Confidential Client - UAV production. This project included assembly,
flight testing and systems integration for a next-generation unmanned aerial
vehicle. Developed the project specifications and prepared the RFI, conducted
initial site verifications and recommended a short-list of potential sites.
- Greater Phoenix Economic Council. Assessed airport sites at several
locations in the Phoenix region for their suitability to accommodate the
proposed Boeing 787 "Dreamliner" production facility.
- Chennault International Airport. Assessed airport related sites for their
suitability to accommodate the proposed EADS aerial refueling tanker
production facility, and prepared a financial impact assessment of the project's
effects on local and regional economic activity.
- Eclipse Aviation. Participated in the site selection program's initial round of
work to identify suitable sites for a general aviation aircraft production facility.

Confidential Wind Turbine Generator Manufacturing. Currently
HERRON CONSULTING is working with a major company to develop new
wind turbine manufacturing capacity in the Eastern US. When it is
completed, Project Falcon will contribute to a significant reduction in our
dependence on imported oil over time, and will substantially reduce the
carbon footprint typically associated with electric power generation. We
are providing site selection assistance and related consulting services, of
the project will entail an investment of approximately $100 million, and
will create more than 450 new technical, management and direct
manufacturing jobs.
